On November 05, 2008, Export Control Officer (ECO) Paul Cushman and FSN Shailendra Srivastava conducted a Pre-License Check (PLC) at Larsen & Toubro Limited (L&T),Coimbatore. ¶3. BIS requested a PLC at L&T, located in Malumichampatti, Coimbatore. L&T is listed as the ultimate consignee for one Super Precision Multi-Axis Lathe controlled under ECCN 2B001. The license applicant is Hardinge Inc. of Elmira, New York. ¶4. ECO and FSN Srivastava met with Mr. R. Sunder, Head, Fabrication & Assembly - Special Products, Mr. R. Satyanarayanan, Head - Production, and Mr. Midhun Babu, Assistant Manager - Manufacturing Engineering, L&T. ¶5. The meeting was held in the Precision Manufacturing Facility conference room at the L&T Heavy Engineering Division. L&T representatives did not recall any previous visits by BIS officials but they were aware of BIS regulations. Sunder provided the copies of the Hardinge Quotation, L&T Purchase Order, and their End-Use Statement. ¶6. Sunder stated that the machine on order will be used to manufacture components of urea reactors, high pressure heat exchangers, and pressure vessels manufactured by L&T for use in fertilizer plants. Previously, L&T sourced these parts from various Indian vendors. However, due to a lack of precision and quality, they decided to manufacture these components in-house. ¶7. After the meeting, the BIS team was given a tour of the newly constructed Precision Manufacturing Facility. A roving private security force is on duty at the facility 24/365. ¶8. Established in 1938, Larsen & Toubro Limited, headquartered in Mumbai, is one of India's largest corporations, specializing in technology, manufacturing, engineering, and construction. The Heavy Engineering Division is part of a new, 300 acre, state-of-art L&T facility currently under construction in Coimbatore. ¶9. Recommendation: At the time of this visit, Larsen & Toubro Limited appeared to be a suitable recipient of this controlled technology. L&T cooperated fully with the BIS Team, has a demonstrated need for the technology, and understands its responsibilities with respect to the Export Administration Regulations. WHITE
