SUBJECT: INDIAN MEA SIGNALS DESIRE TO NEGOTIATE END-USE
MONITORING AGREEMENT
REF: NEW DELHI 2673 AND PREVIOUS
1. This is an action request for the State Department and
Department of Defense. Please see paragraph three.
2. In an October 21 meeting, Ministry of External Affairs
Joint Secretary (Americas Division) Gaitri Kumar told Acting
DCM that the Indian government would welcome a visit from a
U.S. team to resolve the impasse on End-Use Monitoring (EUM).
Kumar emphasized that the GOI does not want to "ram through
another temporary solution," but rather to resolve the issue
fully. In order to do so, she stressed that a "political
solution" would be required, and asked that the U.S. team
have full authority to negotiate a comprehensive solution.
She added that the GOI would like to resolve the issue with
the current U.S. administration.
3. Action request for the State Department and Department of
Defense: Post seeks guidance on how to respond to Kumar's
offer for a U.S. team to visit. Post suggests Washington
provide us with a delegation list and dates for the team to
visit to propose to MEA.
