1. Unauthorized disclosure of the information provided below is
prohibited by Section 12(c) of the Export Administration Act.
2. On August 27, 2008, Export Control Officer (ECO) Paul Cushman and
BIS FSN Shailendra Srivastava conducted a Post-Shipment Verification
(PSV) at Indian Immunologicals Limited (IIL) in Hyderabad.
3. BIS requested a PSV at IIL, located at Rakshapuram, Post
Gachibowli, Hyderabad. IIL was listed as the end-user for three
PROSTAK Microfiltration Modules manufactured by Millipore
Corporation of Burlington, Massachusetts. Export License: D379896.

4. ECO and FSN Srivastava met with Dr. G. Kamaraj, Manager-
Production, Mr. B. Venugopal Rao, Manager-Production, Mr. Putikam
Srinivas, Manager-Production and Mr. K. Sreekanth, Quality Systems,
Human Biologicals Institute, IIL. Mr. Randhir Jaiswal, Deputy
Secretary, Ministry of External Affairs, arranged and was present at
the meeting which was held in the facility's conference room.
5. IIL representatives were not familiar with BIS regulations and
this was the first visit by BIS officials to their facility. Rao
provided the following documents relating to this transaction: IIL
Purchase Order, Millipore Invoice and IIL End-Use Statement.
6. Rao stated that the filters will be incorporated in an automated
vaccine manufacturing system when the current filters wear out.
7. After the meeting, the BIS team was given a tour of the
facility. The ECO physically verified the filters' part number as
SK2P242E9 and lot number C7CN39026. The filters are secured in a
store room and only authorized personnel have the access to them. A
roving security force is on duty at the facility 24/365.
8. Established in 1983, IIL is a subsidiary of GOI's National Dairy
Development Board. This facility manufactures a variety of vaccines
including rabies, diphtheria, pertussis, tetanus, hepatitis A,
hepatitis B, and measles. In addition, it operates one of the
largest veterinary vaccine plants in the world and has been awarded
the ISO 9002 quality control certificate by the World Health
Organization. IIL sells its vaccines through franchisees, ABHAY
Clinics, and Jivan Vaccine Centers throughout India.
9. Recommendation: At the time of this visit, Indian Immunologicals
Limited appeared to be a reliable recipient of this controlled
technology. The items on check were physically verified and it
appears they will be used in a manner consistent with the Export
Administration Regulations.
