1. (SBU) POLOFF delivered reftel demarche to Ministry of
External Affairs Disarmament and International Security
division director Gaddam Dharmendra on July 15 and encouraged
India to endorse the Proliferation Security Initiative (PSI).
Dharmendra said he understood that the Indian Defense
Attache in Washington attended the May 28-29 meeting, as had
other GOI representatives attended previous meetings, and
that India would continue participating in PSI events as
observers. Dharmendra indicated that India supports the PSI
in principle, but not its legal foundations in the Nuclear
Non-Proliferation Treaty (NPT),to which India is not a
signatory.
2. COMMENT. After completion of the U.S.-India Civil Nuclear
Cooperation Initiative, India is likely to be more receptive
to the PSI and other nonproliferation efforts. END COMMENT.
