1. (SBU) POLOFF followed up on demarche (Ref A) with MEA
Joint Secretary Sanjiv Arora (United Nations Political) and
his Deputy, Sanjay Rana, regarding Foreign Secretary Menon's
April 24 conversation with Under Secretary Dobriansky
indicating that India will participate in the Asia-Pacific
Democracy Partnership (APDP) Election Observation Mission
(EOM) to Mongolia. Rana responded that the GOI has followed
the EOM for some time and is aware that several countries
have been contacted to participate in the EOM under the
auspices of the APDP. Rana stated that the GOI will only
consider the request when received directly from the
Mongolian government. When POLOFF asked if the GOI would
positively consider the request from the Mongolians, Rana was
noncommital and only promised that the GOI would openly
consider the request.
