1. (SBU) Poloff delivered demarche (Ref A) to MEA Director
(United Nations Economic and Social) Dinesh Patnaik on May
30, urging the GOI to support Ambassador Bill Swing as the
new Director General (DG) for the International Organization
for Migration (IOM). On June 11, Patnaik articulated to
Poloff that the GOI is well-acquainted with Ambassador
Swing's impressive resume and that many USG officials had
pitched his candidacy to the GOI.
2. (SBU) Patnaik disclosed that the Canadians are pressuring
the GOI to support Sergio Marchi, despite not officially
endorsing him. Patnaik also insinuated that the GOI may
ultimately support the incumbent IOM DG Brunson McKinley,
saying "if the man wants a third term, why not give him a
third term?" He explained that the GOI views a third term as
completely within the bounds of IOM regulations.
3. (SBU) Patnaik assured Poloff that the GOI had not made a
decision yet and that Ambassador Swing's candidacy will be
considered at the highest level.
