1. Unauthorized disclosure of the information provided below is
prohibited by Section 12(c) of the Export Administration Act.
2. On May 21, 2008, Export Control Officer (ECO) Paul Cushman and
BIS FSN Shailendra Srivastava conducted a Post-Shipment Verification
(PSV) at Alan Electronic Systems Limited (AESL) in Mumbai.
3. BIS requested a PSV at AESL, a private sector company located at
S. Patil Compound, Kalyan-Shil Road, District Thane, Mumbai. AESL
was listed as the ultimate consignee for one VT-HF-UK250V Gas Flow
Analyzer manufactured by Fluke Corporation of Everett, Washington.
Export License: No License Required.
4. ECO and FSN Srivastava met with Mr. Suresh Iyer, Managing
Director, AESL.
5. Iyer was not aware of BIS regulations and this was the first
visit by BIS officials to his facility. Iyer provided copies of
documents pertaining to this transaction including AESL Purchase
Order, Helix Corporation Proforma Invoice, Fluke Invoice, a receipt
of duties paid to the Indian Customs Authority, Fluke Packing List
and the Delivery Challan.
6. Iyer explained that the gas flow analyzer is used by AESL to test
and regulate the flow of air in ventilators they manufacture. It is
also used to test and calibrate the argon plasma units they
manufacture. Argon plasma coagulation is used to control bleeding
during electrical surgery.
7. After the meeting, the BIS team was given a tour of the AESL
factory. ECO confirmed the model of the gas flow analyzer and
physically verified the serial number as 9423026.
8. Recommendation: At the time of this visit, Alan Electronic
Systems Limited appeared to be a suitable recipient of the
controlled technology. The item on check was physically verified
and was being used in a manner consistent with the Export
Administration Regulations.
