1. (C) In a January 11 conversation with the Ambassador,
Foreign Secretary Shivshankar Menon asked how the U.S. views
recent developments in Pakistan. The Ambassador conveyed
that the U.S. and India share concerns about Pakistan turning
into a failed state, and he commended the Indian government's
silence. Menon responded, "We have been very quiet, and very
worried." He related that during a recent Parliamentary
Standing Committee meeting, during which Members of
Parliament quiz the government secretaries, he had expected
to hear customary complaints about the government's lack of
resolve, but instead heard complimentary remarks supportive
of the government's ability to disengage from Pakistan's
crises. "They realize this is the first time that we have
stayed out and not been cited as a cause for their trouble,"
Menon remarked.
