(SBU) Acting DCM delivered reftel demarche to MFA Secretary
General Sommel Yabao Mbaidickoye on November 10, underscoring
the importance to us of the resolution on Iran. Mbaidickoye
took detailed notes of which African countries had voted
against no-action motions and which had abstained, then
double-checked that he understood the significance of a
no-action resolution. ("If there's a no-action motion,
discussion does not continue.") Mbaidickoye did not commit
the GoC to any course of action.
