2. His Excellency Mr. Barrack Obama, President elect of the
United States

Mr. President,

With great emotion and immense joy I tracked your election to
the supreme magistrature of your great country, the United
States of America. The moment that you live in, the whole
world lives with you, comforted by the admiration that I and
the Chadian people have towards America and her people.

I would seize this happy occasion to address to you my
heartfelt and warmest congratulations for your splendid
victory.

I am persuaded that great hopes arising from your election
will reinforce the fruitful relations and cooperation between
our two nations and the emergence of a new era of reciprocal
understandings in international affairs that have been
buffeted by multiple crises.

My personal memories of our talks with regard to such crises
reassure me of your determination to work for world peace and
stability.

I ask, Mr. President, that you accept the assurances of my
highest consideration.
