(U) DCM attended the October 28 graduation parade for 111 Chadian policewomen (and men) assigned to MINURCAT's DIS (Integrated Security Detachment) police force. Under the joint field direction of MINURCAT and their Chadian commanders, these graduates of the specialized UN training course are well prepared to police the refugee and IDP camps in accordance with the UNSC mandate. A special effort was made to recruit women for the DIS force. This group was composed of 67 women and 44 men. ¶2. (U) During the ceremony both the MINURCAT commander General Chaumont and the Chadian Special Presidential representative for liaison with MINURCAT and EUFOR, Dr. Moctar Moussa Mahamat, made it a point to note that 100 police from the first group trained have already deployed to the east. Another twenty-five will fly out October 29. ¶3. (C) Chaumont confided privately, however, that even though facilities are ready and vehicles are in place, posting the force forward to Goz Beida and Farachana from Abeche still awaited Chad's naming the detachment commanders for those locations. In his graduation speech, SRSG Angelo publicly asked that those slots be filled soonest. ¶3. (C) Comment: MINURCAT gains momentum day by day. It intends to have all of its projected 850 Chadian police and gendarmes trained by year's end. The hiccups that slow more systemic deployment are overcome one by one. We judge that the delays experienced are not intentional, but rather due to Chadian innefficiency and ineffectiveness. Although Chad remains very much a third world nation where things just do not happen quickly, its commitment to MINURCAT seems to be strong. NIGRO
