1. (C) SRSG Angelo reported that following the signing of the
MOU last month, he anticipates the issuance, perhaps later
this week, of the implementing decree that will assign and
deploy Chadian police to the east. Meanwhile MINURCAT police
personnel are deployed throughout the east in preparation for
their Chadian colleagues. A Ndjamena training session (the
second overall) for 250 police, including a number of women,
has just begun. Another group will follow on their heels.
2. (C) Angelo said that MINURCAT human rights monitors are
working the eastern turf along with civil administration and
judicial advisors. He confided that UN family humanitarian
workers are a little miffed that MINURCAT construction
projects are aimed at improving government infrastructure
such as police posts rather than focusing on camp needs.
Angelo was sympathetic to their concerns, but said MINURCAT's
mandate focused on security.
3. (C) Angelo confirmed that the SYG's report on Chad should
be available in New York September 15. Anticipating issues
that might arise in UNSC deliberations, he cited the
assignment of gendarme units to MINURCAT II as a point for
discussion; additionally, perhaps the expanded geographical
area of responsibility. He added that inside the secretariat
the different reporting responsibilities for MINURCAT (to
PKO) and BONUCA (political affairs) would have to be resolved
when both were at work in the CAR. He did not, however, feel
this would be a major impediment. Finally, in response to a
query, Angelo replied that if he could strengthen the
proposal it would be to ensure a continuing SRSG role vis a
vis the Dakar Contact Group.
