¶1. (U) On October 21, PolOff asked Ministry of Foreign
Affairs Assistant Secretary Natasha Turnquest about GCOB
internal procedures for the entry into force of the
Proliferation Security Initiative (PSI) reciprocal
shipboarding agreement, which was signed in Nassau in August,
and inquired about the timeline for their completion
(reftel). Ms. Turnquest said that the Attorney General's
Office, in consultation with the MFA's Legal Division, was
drafting necessary implementing legislation. She said that
this was a priority issue but was unable to offer any
specifics. Post followed up with the head of the MFA Legal
Division, Donna Lowe, November 5, but she was unable to
provide any further information and said the matter was in
the Attorney General's hands.
