1. (C) PolChief delivered reftel demarche points on country
voting practices at the UN, and a copy of the 2007 report, to
newly-appointed Ministry of Foreign Affairs Permanent
Secretary (PS),Dr. Patricia Rodgers, September 2. PolChief
echoed DAS Madison's appreciative comments to then-Acting
Prime Minister/Foreign Minister Symonette (reftel) regarding
the GCOB's voting record at the UNGA in 2007 and
encouragement of regional regional leadership on human
rights. The PS said that the GCOB was reviewing all policies
in order to see what direction they would go. She underlined
that, despite democratic values shared with the U.S.,
Caribbean national interests and priorities might diverge.
