Embassy Nairobi regrets the delay in submission of project nominations for G/TIP-managed FY 2008 ESF and INCLE project funds, but is pleased to nominate the following three projects in priority order. Ripe For Harvest -------------- ¶2. (a) Ripe For Harvest (b) $249,989 (c) Production of Music Video and Multi-Media Anti-Trafficking Campaign (d) Nine months (e) Abstract Ripe for Harvest Inc. (RFH) in close collaboration with renowned East African musicians proposes a nine (9) ABA-ROLI AFRICA month proposal to raise awareness on TiP in Kenya through the production and dissemination of a TiP music video. Kenya is a source, transit, and destination country for trafficked children, women and men and has been rated in the Tier 2 watch list for two consecutive years by the US government. RFH's proposed intervention is a critical element in combating Trafficking in Persons (TiP) in Kenya through enhancing knowledge amongst the public on TiP so as to reduce vulnerability and eventually the number of persons being trafficked. RFH intends to develop a TiP music video from the TiP song it formulated with the technical support of six East African musicians. This work was done under the financial support of the American Bar Association, Rule of Law Initiative, Africa (ABA-ROLI AFRICA) Upon completion of the music video, RFH intends to launch it through two (2) music concerts in Nairobi and Mombasa and therefrom produce a docuprocess. RFH also proposes to raise awareness on TiP through two (2) live radio programs; two (2) appearances on a notable Kenyan and East African TV show and through facilitating the continual playing of the TiP song and music video on radio and TV stations. Ultimately, RFH we will seek financial partnerships with major companies to carry out more awareness raising and also advocate for free airtime to showcase the campaigns. RFH coordinated the development of a music video and docu-process on TiP. The grant was not sufficient to finalize the music video. Consequently a TiP song was developed by the following artists: Nameless (Kenya),Nazizi (Kenya),Lady JD (Tanzania),Professor Jay (Tanzania),Jackie of Blu 3 (Uganda) and Bobi Wine (Uganda). �0A;International Organization for Migration (IOM) -------------- - ¶3. (a) International Organization for Migration (b) $355,724 (c) Countering Trafficking in Persons in Kenya: A Protection, Prosecution and Prevention Initiative (d) 12 months (e) Abstract To address the gaps in the protection of victims of trafficking and prosecution of traffickers, including the absence of a national referral system, the lack of understanding amongst law enforcement and the legal system of trafficking in persons, the inadequate number of shelter and assistance programs available to identified victims of trafficking, the relatively few prosecutions of traffickers in Kenya, and to support the Government of Kenya (GoK) in its efforts to improve its US State Department's Tier 2 Watch list ranking, IOM proposes to implement a project with four main components. They include: a) the development of a national referral mechanism in coordination with the GoK; b) capacity building of the GoK, civil society organizations, service providers, shelter management and staff, and law enforcement; c) the identification of trained law enforcement officials to act as trafficking focal points and provide security and protection for victims of trafficking participating in the prosecution of human traffickers; and d) provide direct assistance to victims of trafficking in the form of shelter and individualized assistance packages, as well as prevent cases of trafficking by offering the same assistance to those vulnerable to becoming victims of trafficking, including orphans, street children, working children, domestic labourers, and adults engaged in prostitution. The result of these activities will be the enhanced prosecution of human traffickers with increased participation of victims of trafficking in legal proceedings, increased protection for identified victims of trafficking through direct service provision, and improved prevention of human trafficking through the provision of assistance to those vulnerable to trafficking as an alternative. (a) American Bar Association, Rule of Law Initiative (b) $250,000 (c) Kenya Advanced Law Enforcement Training (d) Eight months (e) Abstract: ROLI proposes to implement an eight-month that will: (1) train Kenyan law enforcement personnel to more effectively combat trafficking in persons (TIP) and; (2) support the launch of an anti-trafficking public education campaign. While neighboring Uganda and Tanzania are making "significant efforts" to stem TIP, Kenya lags behind in its ability to prevent and prosecute TIP. In 2007, Kenya remained a Tier-Two Watch List country for the second consecutive year because, among other things, it has failed to adequately train the Kenya Police Service (KPS) and Administrative Police (KAP) on the identification, investigation, and prosecution of TIP cases. To address these deficits, ROLI proposes to conduct advanced training for the KPS that builds on training ROLI conducted during its prior anti-TIP programs in Kenya. ROLI also proposes to conduct training-of-trainers (T-O-T) workshops to enhance the KPS's capacity to conduct future anti-trafficking trainings. Similarly, ROLI will train KAP personnel and will also conduct T-O-T workshops. ROLI will implement five trainings over eight months and develop training curricula and manuals in close collaboration with senior trainers at the KPS. Furthermore, ROLI will work with administrators of the Police Training Colleges (PTCs) to incorporate these materials into their regular curricula. It is anticipated that, after this program, Kenyan law enforcement will have the capacity to continue anti-TIP training in the PTCs without outside assistance. ROLI also proposes to provide a subgrant to Ripe for Harvest, a local NGO, to support their efforts to conduct a nationwide public education campaign on trafficking that will employ a hiphop song, video, and documentary to educate the public about Kenya's trafficking phenomenon. ¶5. Post note: We believe the ABA-ROLI proposal to provide a subgrant to Ripe for Harvest is just in case the ABA project is funded, but not RFH's. If the RFH proposal or both are funded, we believe ABA will not need the budgeted 9,000 for the sub-grant. RANNEBERGER
