FIT THE DEFINITION OF CRITICAL INFRASTRUCTURE/KEY RESOURCES
(CI/KR) VITAL TO THE U.S. AS DEFINED IN PARAGRAPHS 4 AND 5 OF
REFTEL.
2. KENYA DOES NOT HAVE AN INTEGRATED NATIONAL PLAN FOR
PROTECTION OF CI/KR. THE KENYAN GOVERNMENT IS WORKING TO
UPGRADE PROTECTION OF CI/KR, NOTABLY THE FREIGHT AND OIL
TERMINALS AT THE PORT OF MOMBASA, AS WELL AS THE NEARBY OIL
REFINERY (THE ONLY SUCH FACILITY IN THE COUNTRY). DS/ATA HAS
BEEN WORKING WITH THE KENYAN AUTHORITIES TO DEVELOP A
COAST GUARD CAPABILITY. LARGELY DUE TO DS/ATA EFFORTS, THE
KENYAN MARITIME POLICE UNIT IN APRIL OF LAST YEAR
IMPLEMENTED 24 HOUR MARITIME PATROLS OF MOMBASA HARBOR. THE
KENYAN GOVERNMENT IS ALSO UPGRADING SECURITY AT THE
NATION'S PRIMARY INTERNATIONAL AIR TERMINAL, JOMO KENYATA
INTERNATIONAL AIRPORT (JKIA). THROUGH THE SAFE SKIES FOR
AFRICA PROGRAM, THE U.S. DEPARTMENTS OF STATE,
TRANSPORTATION, AND HOMELAND SECURITY HAVE ALSO BEEN
ASSISTING THE
KENYAN CIVIL AVIATION AUTHORITY AND THE KENYAN AIRPORTS
AUTHORITY EFFORTS TO IMPROVE SECURITY AT JKIA, INCLUDING
PROTECTION AGAINST SHOULDER FIRED SURFACE TO AIR MISSILES
(MANPADS).
