(U) Mission wishes to propose the following project for
funding under NADR in support of the East Africa Regional
Strategic Initiative (EARSI):
--Title of project: International Port Security Program
--Implementing Agency: U.S. Coast Guard (USCG)
--Description of program:
- Improve and standardize overall international maritime port
security.
- Foster diplomatic cooperation with various international
organizations by promoting the regular exchange of security
expertise and successful best practices.
- Encourage other countries to visit the United States so
that delegates may witness firsthand the implementation of
the International Ship and Port Facility Security (ISPS) Code
within the ports and facilities of the United States.
The events of 9/11 focused the global maritime transport
sector on the higher risk of terrorism that now threatens the
entire international trading community. In an effort to
codify and standardize a comprehensive approach to effective,
consistent international maritime security, the USCG worked
closely with the International Maritime Organization and
member states to develop the International Ship and Port
Facility Security (ISPS) Code. The ISPS Code is the only
internationally accepted blueprint for the implementation of
security measures for maritime infrastructure.
The Coast Guard's International Port Security program serves
to reinforce implementation by combining multi-national best
practices with international requirements to ensure a
comprehensive and consistent approach to maritime security in
the countries and their ports that trade with the United

Embassy Nairobi proposes to send four Kenyan port security
officers to the USCG International Port Security Program in
May 2009.
-- Notional budget: Airfare from Mombasa to the U.S.
$3,330/person, internal U.S. travel $700/person, seven days
per diem $267/person=$1,869=$5,899 x four travelers=$23,596
