(U) Mission wishes to propose the following project for funding under NADR in support of the East Africa Regional Strategic Initiative (EARSI): - Title of project: Preventing Attacks on Soft Targets (PAST) - Implementing agency or organization: DS/ATA - Description of program, to include timeline for implementation, target audience, and stated objectives: This course will be conducted on a regional basis, with three EARSI nations participating. This two week course addresses the objectives, goals, equipment and resources necessary to assist foreign governments in preventing and mitigating attacks on soft targets. The course will provide foreign community members with the information necessary to identify soft targets in their region, understand the resources required to develop a comprehensive security plan, and develop an integrated response that involves working with non-government entities using industry risk management theory. Approximately 50 percent of the course is conducted in an academic learning environment incorporating lectures, case studies and visual aides, with 50 percent of the course dedicated to fieldwork and practice exercises. Topics will include; Soft Targets: Definition and Case Study Analysis, The Role of Hostile Surveillance in Successful Attacks, Introduction to Explosives and Suicide Bombings, Principles of Physical and Technical Security, Introduction to Building Design, Soft Target Security Applications, Strategies, Procedures and Training, How to Work Effectively With Non-Governmental Entities, Risk Management and the Risk Assessment Process, and Conducting Vulnerability Assessments. As a final exercise the course breaks the participants into groups where they will be able to apply the techniques they have learned. At the conclusion of training participants will be able to identify a "soft target", detect property vulnerable to a terrorist attack, establish effective plans to counter ineffectiveness and recommend additional preventative measures for security enhancement. Estimated cost for the course is $200,000. It approaches the need for training a regional perspective with the goal of not only building up the capabilities of the recipient countries but also the mutual ties between their respective security agencies. ¶3.
