UNCLAS NAIROBI 002375 SIPDIS E.O. 12958: N/A TAGS: PGOV PREL PHUM KDEM KE SUBJECT: JOINT HEADS OF MISSION STATEMENT ON COMMISSION OF INQUIRY INTO POST-ELECTION VIOLENCE REPORT REF: NAIROBI 2266 ¶1. As per reftel, Post has signed the following joint Heads of Missions statement on the Commission of Inquiry on the Post-Election Violence, which was released to local media on October 16. Begin text: We, the undersigned Heads of diplomatic missions based in Nairobi, welcome the publication of the report of the Commission of Inquiry on the Post-Election Violence (CIPEV). We applaud the Commission and its members for their commitment to fairness and impartiality in their work and the constructive way that they have engaged with representatives of the Kenyan government, with civil society and the Kenyan public in carrying out the Commission's mandate. We are studying closely the Commission's report on the violence which followed the elections of December 2007. We encourage all those committed to Kenya's stability and development to urgently consider the Commission's findings and recommendations and to take appropriate action. As international partners of Kenya, we stand ready to consider support for their early implementation. As a critical part of the National Dialogue and Reconciliation process, the recommendations of the CIPEV will need to be taken forward alongside those of the Independent Review Commission, the formation of the forthcoming Truth, Justice and Reconciliation Commission, the carrying out of the Constitutional Review process and other reforms to be undertaken under Agenda Item 4. Collectively, they represent a defining moment for Kenya to ensure that the appalling post-election violence is never repeated. We reiterate our strong support for this process and our hope that the Kenyan people will seize this historic opportunity. Canada, Japan, Mexico, Norway, Switzerland, the United States of America, the European Commission, France (as local EU Presidency on behalf of the following EU member states represented in Nairobi: Austria, Belgium, Cyprus, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Italy, The Netherlands, Poland, Portugal, Romania, Slovakia, Spain, Sweden and the United Kingdom) Nairobi, 16 October 2008 End text.
