1. (C) On July 11, Antony Andanje, the new head of the
International Organizations and Conferences Division at the
Ministry of Foreign Affairs, told POLOFF that the Government
of Kenya is not interested in co-sponsoring a UNSCR 1267
listing request of al-Shabaab. Andanje said that such a
course of action would increase the likelihood of an attack
against Kenya given its close proximity to Somalia.
