1. (C) As requested in Ref A, Post has engaged Somalia's Transitional
Federal Government (TFG) at an appropriately high level regarding its
support for the U.S. sponsored Security Council resolution on piracy.
On May 4, the Ambassador and Special Envoy raised the issue of
support for the UNSC resolution with Prime Minister Hassan Hussein
(Ref B). On May 7, we provided the Somali Ambassador to Kenya some
suggested text for a letter to the President of the Security Council
supporting the piracy resolution. The Ambassador told us that he
spoke with the Prime Minister about sending the letter and assured us
that that it would be addressed.
2. (C) On May 9, we received revised text from the Department for a
draft letter of support. We sent the revised text to the TFG
Minister of Foreign Affairs and International Cooperation. We
requested that the Foreign Minister send immediate instructions to
the Somali Permanent Mission to the UN to submit the TFG letter to
the Security Council no later than May 9. The Somali Ambassador to
Kenya confirmed that he spoke with the Prime Minister on the subject
and the PM promised to take quick action from Mogadishu. In
addition, the Permanent Secretary to the President told us he would
follow up with the Foreign Minister to ensure the task was completed
by May 9.
3. (C) We understand that the TFG letter which will be submitted to
the President of the Security Council will use the most recent text
as suggested by the Department. We will continue to follow up with
all of the relevant actors to ensure that the TFG demonstrates strong
support for the draft resolution.
