1. (U) On April 16, PolOff delivered ref B - D points to
Ambassador Daniel Mukiri Kinyanjui, Head of Division for
International Organizations and Conferences at the Ministry
of Foreign Affairs.
2. (C) Kinyanjui promised to forward the names contained in
UNSCRs 1737, 1747, and 1803 to the relevent ministries to be
included on Kenya's "Prohibited Immigrants" (PI) list.
Kinyanjui added that border officials at Jomo Kenyatta
International Airport in Nairobi have a computerized PI list,
which makes the screening process easier. (Note: The Kenyans
received USG assistance with the computer upgrade. End
Note.) At other border points, however, officials have to
check a hardcopy list while screening entrants into Kenya.
3. (C) Kinyanjui also said that he met last week with Post's
consul general, who already had extended an invitation to the
Embassy for Kenyan immigration officials to see how the U.S.
screens visa applicants. Kinyanjui said that he is eager to
follow up on the invitation.
4. (C) PolOff also discussed the other main points of UNSCRs
1737, 1747, and 1803, particularly with regard to the
Security Council's concerns over trade in dual-use items and
financial transactions with Iranian banks. Kinyanjui stated
that Kenya does not export any potentially dual-use items to
Iran; rather, Kenya imports medical and agricultural supplies
from Iran. Although no Kenya-based bank branches were listed
in ref A, Kinyanjui said that he would forward the contents
of UNSCRs 1737, 1747, and 1803 to the Ministry of Finance so
it could perform the appropriate diligence with regards to
financial transfers.
