1. (SBU) On November 23, Pol-Econ Chief delivered reftel
demarche to Mohammed al-Hassan, Political Affairs Director
for Minister Responsible for Foreign Affairs Yusef bin Alawi,
and urged Oman to vote in favor of the subject compliance
resolution when it is taken up for final action by the 63rd
UNGA plenary. Al-Hassan did not know why the Omani UN
Mission had not voted on the resolution, but stated that he
would look into the matter and pass our message to relevant
officials for consideration.
2. (SBU) Comment: The Omani government will be closed from
November 25-28 in observance of Oman's National Day and the
local weekend. Moreover, Foreign Ministry officials are
currently focused on the November 25 GCC ministerial meeting
in Muscat (in preparation for the GCC Summit in December) and
the upcoming Arab League Ministerial in Cairo. Post
accordingly recommends that USUN engage directly with the
Omani mission in New York to lobby for an affirmative vote on
the resolution. End Comment.
