LETTER TO AMBASSADOR BERDENNIKOV

1. (SBU) On April 3, we delivered reftel letter from Ambassador
Jackie Wolcott on the Joint Declaration for Nuclear Energy and
Nonproliferation to Mikhail Kondratenkov, MFA Department of Security
and Disarmament Affairs. Kondratenkov said he would convey the
letter immediately to Ambassador Berdennikov. Kondratenkov reported
that the MFA held an initial orientation meeting regarding the Joint
Declaration on April 2. He anticipated that the GOR would have a
response ready by the end of April.
