Reftel requested a Post-shipment verification to determine the legitimacy and reliability of the end- user, JSC Upravlyaushaya Communal Company, Novy Urengoy, Russia. The company is listed on BIS license application D374274 as the ultimate consignee of one IT flexcam thermal imager. These items are controlled for national security, anti-terrorism, nuclear non- proliferation and regional stability reasons under ECCN 6A003. The licensee is Fluke Corporation, 6820 Seaway blvd., Everett, WA 98203. ¶3. On March 19, 2008, Export Control Attache Peter Liston and LES Natalya Shipitsina conducted the requested post-shipment verification with JSC Upravlyaushaya Communal Company, Novy Urengoy, Russia. The export control team met with Andrey Bolotov, Chief Engineer. ¶4. JSC Upravlyaushaya Communal Company of Novy Urengoy was founded on April 2, 2006 and employs approximately 80 people. The company operates 24 hours per day and is located in a large industrial complex with 24-hour security. The company employs mostly engineers. ¶5. Andrey Bolotov, Chief Engineer at JSC Upravlyaushaya Communal Company stated that the subject commodity in reftel arrived mid-year 2007 and has far exceeded their expectations. The IT Flexcam Thermal Imager has been utilized throughout the city of Novy Urengoy in surveying buildings, pipes, roof and other structures. The IT Flexcam Thermal Imager has proved itself a reliable purchase for the company. ¶6. The IT Flexcam Thermal Imager, model no. FLK- T140FT-20 is stored in a secure safe, locked inside a limited access, secure room. Only the Chief Engineer and his assistant have access to the camera. ECO Liston was allowed access to the subject commodity in reftel by the Chief Engineer and noted the serial number as: T140FT-07050T, and part no. 2648578. ¶7.
