(S) On March 24, we delivered to MFA reftel paper on logistics surrounding the transfer from the U.S. to Russia of the ten-gram HEU sample seized in Georgia in 2006. Mikhail Kondratenkov of the MFA Security and Disarmament told us he found it "a very interesting document." He expressed relief that there were no additional conditions. Kondratenkov promised to immediately distribute the paper, in GOR classified channels, to Rosatom and other agencies involved and get back to us with a coordinated GOR response. BURNS
