(C) On March 20 we delivered reftel demarche to Peter
Ilichev, Division Head in MFA's Department of International
Organizations. Ilichev replied that Russia formally
expressed concern about the recent rebel attacks in Chad, and
the GOR is generally "very skeptical" of joint demarches, but
he undertook to reach out to the Russian Mission in New York
to coordinate a response.
