On February 29 we delivered reftel demarche to MFA DVBR First
Secretary Andrey Odnoral, emphasizing our concerns that
SIPDIS
Iran's Islamic Revolutionary Guard Corps was the intended
end-user of the upgraded SA-6 air defense missile systems.
Reiterating the GOR's legalistic position, Odnoral noted only
that the SA-6 is a defensive weapon.
