1. (C) We delivered ref A demarche on December 15 to MFA
Department of International Organizations Senior Counselor
Valentin Berezovskiy, who said that the GOR remained
concerned about elements of OP4 of the draft UNSC resolution
on Somali piracy, but had yet to determine a final position
on the issue. The GOR looked forward to further discussion
of the resolution at the December 15 experts meeting, during
which it wanted to get a better sense of the concerns of
other countries regarding the resolution. The GOR hoped that
a consensus could be reached on the resolution in time for
the UNSC Ministerial on December 16.
2. (C) Berezovskiy said that the GOR had not yet formulated a
position on the U.S. proposal to form a contact group to
coordinate the international effort against Somali piracy,
which was laid out in the non-paper we delivered to the MFA
on December 11 (ref B). He reiterated that the GOR remained
committed to combating Somali piracy, and wanted to find the
right mechanisms for the international community to carry out
this goal.
3. (C) Berezovskiy complained about the bureaucratic
wrangling within the MFA over which department had the lead
on anti-piracy policy, telling us to deal with the IO
Department and avoid the Legal Department, which, heretofore,
had been our primary contact on piracy issues (ref C).
