1. (S) In the absence of MFA North AMERICA Director Igor
Neverov, we conveyed ref A demarche to MFA North AMERICA
Deputy Director Oleg Burmistrov on October 17. Burmistrov
offered little substantive comment, except to acknowledge our
previous demarches on the issue stretching back to November
2006. He stated that the latest sanctions on RosOboronExport
"came as no surprise." In response to his question whether
the new sanctions were a "rollover" of the previous ones set
to expire in December, we underscored that the new sanctions
were triggered by subsequent Russian transfers to Iran.
2. (S) Burmistrov added that the MFA had disseminated the
information in ref B and conveyed the USG's concerns
regarding possible S-300 sales to Iran through the
appropriate channels. He said that a coordinated interagency
response was not yet available, adding that "certain
agencies" do not respond to MFA tasking.
