Reftel requested a Pre-license check to determine the legitimacy and reliability of the end-user, Tverregiongas, Tver, Russia. The company is listed on BIS license application D387745 as the ultimate consignee of an infrared camera, thermal eye 3620AS. This item is controlled for national security and nuclear non-proliferation reasons under ECCN 6A003. The licensee is L3 Communications Infrared Products, 13532 N. Central Expressway, Dallas, TX 75243. ¶3. On January 22, Export Control Attache Peter Liston and LES Natalya Shipitsina conducted the requested pre-license check at the offices of Tverregiongas, , 40/29, Krylova st., Tver, Russia. The export control team met with Alexander Kuznetsov, Deputy Director and Sergey Korotkov, Chief Economic Security Specialist. ¶4. Tverregiongas is a Limited Liability Company, established in 1997. Tverregiongas offices are in an industrial complex with ample security. Prior to 1997, and long into Soviet times it existed as a government owned enterprise, existing mainly for the establishment of gas filling stations throughout the Tver region. Tverregiongas is a sister company to Gazprom and has approximately 300 employees. ¶5. ECO Liston discussed the license end-user restrictions with Alexander Kuznetsov, Deputy Director and Sergey Korotkov, Chief Economic Security Specialist. Kuznetsov and Korotkov will be trained on the use and applications of the Thermal Eye 3620AS Inferred Camera by JSC Spectum, the Foreign Purchaser in reftel. Alexander Kuznetsov, Deputy Director and Sergey Korotkov, Chief Economic Security Specialist stated that when not in use in the field the camera will be stored in a locked safe within the main office complex in Tver. The Thermal Eye 3620AS Inferred Camera will be used by Tverregiongas for technical diagnostics and evaluation of gas supply lines operated and maintained by Tverregiongas. ¶6. Recommendations: Post recommends Tverregiongas, Tver, Russia, as a reliable recipient of sensitive U.S. origin commodities. It is requested that post be notified of final disposition of the application, and of any shipments for this organization in order to conduct appropriate FCS follow-up and statistical reporting.
