¶1. Post has no objection to OPIC's proposed direct loan to
Independent Leasing LLC for the purpose of expanding the
company's capital equipment leasing activity to small and
medium enterprises across Russia. Post is not aware of
events that may adversely impact the project. Post also has
no adverse information about Independent Leasing LLC that may
affect the long-term prospects of the project.
