(C) We delivered reftel demarche July 9 to MFA Director for
International Organizations Gennadiy Gatilov. Gatilov said
Russia had urged the Arab Group to hold off on tabling or
voting on the Libyan draft of a UN Security Council
resolution on Israeli settlements in the West Bank, noting
that there was no need for hasty action. Gatilov said the
GOR believed the revised Libyan draft text was "improved,"
but Russia would still prefer to continue negotiations.
