Reftel 1 requested a Post-shipment verification to determine the legitimacy and reliability of the end- user, Golden East-Siberia, Moscow, Russia. The company is listed on BIS license application: NLR as the ultimate consignee of One (1) magnetometer (G-856AX) tripod kit and accessories. ECCN 0X000. Controlled for anti-terrorism reasons. The exporter is Geometrics, 2190 Fortune Drive, San Jose, CA 95131. ¶3. On July 3, 2008, Export Control Attach Peter Liston and LES Political Specialist Boris Karasyov conducted the requested post-shipment verification with AGT Systems, 24 Smolnaya Street, Moscow, Russia. The export control team met with Victor Ovcharuk, Director. AGT Systems was the Intermediate Consignee for reftel commodity although they were not listed as such on cable. ¶4. NOTE: The Export Control Team advises that Gold (Golden) East-Siberia, the Ultimate Consignee/End- User, is not located in Moscow. Gold East-Siberia is located in the Buryat Republic, Mui District, Taksimo (village),2A Vitimskaya Street, near the Russian border with Mongolia. The General Director is S.V. Paulshok, telephone no. +7-30-132-55-243. ¶5. According to Victor Ovcharuk, Gold East-Mongolia, a company that Ovcharuk has had a long history of cooperative business ventures, asked AGT Systems to supply their sister company, Gold East-Siberia, with two (2) magnetometers for operations at their mines in Irkutsk City, Russia. Gold East-Mongolia is a Russian owned company that was established in Mongolia. Ovcharuk provided the Export Control Team with a copy of the purchase contract between his company AGT Systems and Gold East-Siberia dated April 22, 2007. ¶6. Victor Ovcharuk is a Geophysicist by trade and worked for more than 20 years for the Soviet State owned company AEROGEOPHYSICS (www.agpru.com). Ovcharuk left AEROGEOPHYSICS in 1998 and began a series of cooperative business ventures with several Canadian companies relating to mining activities before establishing his own business, AGT Systems. ¶7. Recommendations: Post cannot recommend Gold East- Siberia, Buryat Republic, Mui District, Russia as reliable recipients of sensitive U.S. origin commodities at this time.
