Reftel 1 requested a post-shipment verification to determine the legitimacy and reliability of the end- user, Infraspek LLC, St. Petersburg, Russia. The company is listed on BIS license application: NLR as the ultimate consignee of retroreflectors. ECCN 6A004.a.4. The exporter is PLX Inc., 25 West Jefryn Blvd, Deer Park, NY 1179. ¶3. On May 15, 2008, Export Control Attache Peter Liston and LES Natalya Shipitsina conducted the requested post-shipment verification with Infraspek LLC, 74 Moskovsky Prospect, St. Petersburg, Russia. The export control team met with Aleksey Kopylov, General Director. ¶4. Infraspek LLC was founded in November 2007 and has 15 employees comprised of lab technicians, research specialists and engineers. Infraspek is operating as a subsidiary of and is co-located with Monitoring LTD at present; however Infraspek will be an independent Limited Liability Company within the next three months and will relocate to a secure office location presently under construction. ¶5. Infraspek produces the FTIR Spectrometer, a low cost easy-to-use laboratory instrument designed for a wide range of IR spectroscopy applications. Each instrument requires two (2) retroreflectors and the instruments are used primarily for chemical analysis and some semi-conductor analysis. ¶6. Infraspek's FTIR Spectrometers are sold mostly on the Russian market with few exports to date. Infraspek is experiencing 25% growth annually and plans to purchase 100 - 120 retroreflectors per year. ¶7. ECO Liston was shown several FTIR Spectrometers under assembly with the retroreflectors in place. The subject commodity was installed and being used in a manner consistent with the location and purpose for which it was licensed. ¶8.
