1. (C) Oleg Davydov, MFA Korea Desk Senior Counselor and one
of the GOR representatives to the Six-Party Talks, told us
May 16 that Russia would complete the current tranche of
Heavy Fuel Oil (HFO) shipments to North Korea by the end of
May. According to Davydov, the GOR has purchased a little
over 50,000 tons of HFO in Singapore and Rosneft is
delivering it in stages to North Korea -- about 20,000 tons
by May 21 and the rest by May 31, with the unloading
completed by June 2. Davydov inquired about the U.S.'s plan
for the delivery of the next tranche of HFO.
2. (C) Ambassador Vladimir Rakhmanin is scheduled to leave
the current position as the GOR chairman of the Six-Party
Fifth Working Group in early June. His new job: the Deputy
to the Secretary General of the Energy Charter Secretariat in
Brussels. Rakhmanin told us May 16 that he was committed to
the Six-Party Process and felt ambivalent about leaving. He
will be replaced by Grigoriy Logvinov, who is currently
working in Russia's Beijing EMBASSY as the political
counselor.
