(C) On April 10 we delivered reftel demarche to MFA
Department of International Relations Senior Counselor
Valentin Berezovskiy, who cautioned that "excessive pressure"
on Burma could be counterproductive. Explaining that the
GOR's UN Mission was handling the issue, Berezovskiy
expressed skepticism about the need for a PRST, noting that
UN Special Advisor on Burma Ibrahim Gambari had stated the
GOB was interested in working with the UN, and therefore
"slow cooperation was better than no cooperation." He argued
that Burma's neighbors were also opposed to applying
"excessive pressure" such as sanctions. He posited that the
UNSC should not involve itself in human rights issues unless
they posed a threat to peace and stability. "There are other
UN entities that handle human rights issues," he said.
