(U) The MFA's Department of Multilateral Affairs accepted the diplomatic note and mentioned that the GOU is also submitting candidates to the Universal Postal Union,s (UPU) Council of Administration (CA) and Postal Operations Council (POC). (The GOU request was faxed to WHA/BCS Katharine Beamer on July 11.) Menoni stated that without USG commitment to support GOU candidates, the GOU could not commit to supporting USG candidates. ¶3.
