1. (C) On April 4, 2008, Polcouns delivered reftel demarche
to the MFA's Director General of Multilateral Affairs
Ambassador Carlos Barros, following up with a telephone call
on April 8. Barros said that the MFA is undergoing a major
internal restructuring as the result of the change in Foreign
Ministers and other senior MFA officials. He said that he
would discuss the matter of vigilance and restraint for
traveling Iranian proliferators under UNSCRS 1737, 1747, and
1803 with his MFA colleagues and looked forward to deepening
the dialog with us in the near future.
