UNCLAS MONTERREY 000519 SENSITIVE SIPDIS E.O. 12958: N/A TAGS: ASEC KCRM PINS SNAR MX CASC SUBJECT: NOVEMBER 25 EAC AMCONSULATE MONTEREY REF: DEAHQWASH 11181617, MEXICO CITY 03259, MEXICO CITY 03475 The Consulate General Monterrey EAC convened at 1600 hours on November 24th to inform the committee of recently received information concerning a Vehicle Bourne Improvised Explosive Device (VBIED) against the consulate facility. The committee was briefed by CG Williamson and RSO on the history, methodology and type of attack, along with the reasoning behind the Thanksgiving timeframe of the attack. The RSO advised EAC on the existing security safeguards already in place and where the investigation stood concerning further corroboration of the attack. RSO expounded on possible courses of action (COA) for the consulate if this threat becomes more substantiated. EAC agreed that current security measures in place are sufficient for the time being. CG Williamson relayed a message from USEMB Mexico City concerning the mission wide early closure of all Posts on November 26th. This was portrayed as a precautionary move and not meant to reinforce the credibility of the initial threat. RSO advised the EAC on the status of current security measures and proposed some new upgrades to enhance the mission's overall security posture. The two key additions would be the creation of a 24/7 Consulate Operations and Command Center which would essentially act as a mission wide "911" service and the formation of a Mobile Patrol unit. Both items would exponentially increase the mission's level of security and raise its overall level of preparedness in handling crisis situations along with specific threat situations such as these. All members of the EAC felt these would be great additions to Post. WILLIAMSON
