(SBU) AmConsulate Monterrey's Emergency Action Committee met again on October 29 at 1100 in the Consulate building, and the meeting was attended by the CG, Acting RSO, Cons, Econ/Pol, PA, MGT, GSO, CLO, FCS, FAS, DHS, DEA, ATF, and OIG (TDY). Participants agreed on the need to remain on high alert given recent events, and specifically examined security arrangements for the scheduled November 4 `Election Night' event at Monterrey's nearby U.S.-Mexico Binational Center. PA briefed on the process of checking in invited guests (note: this event will not be open to the public and all guests are `known' by Consulate personnel). Guests will need to show identification prior to entering the premises and they will be cleared by a Consulate employee as being known by the Consulate. Acting RSO stated that he had already completed a security walkthrough of the facilities. He further noted that the State police would have a strong presence (3 State Police marked vehicles, 14 State Police Officers) at the event. Surveillance detection assets would be active as well. ¶2. (SBU) EAC participants further concluded that post's security plans for the event are appropriate as was the current security posture of the Consulate. Participants agreed to be attentive to information from official or other sources, in connection with this or other activities, that might indicate an increased threat to U.S. citizens or U.S. interests within the consular district.
