(SBU) AmConsulate Monterrey's Emergency Action Committee met again on October 20 at 1600 in the Consulate building, and was attended by the CG, Acting RSO, Cons, Econ/Pol, PA, MGT, GSO, CLO, FCS, ACS, Embassy RSO, DHS, DEA, FBI, ATF, and OIG (TDY). Participants agreed on the need to remain on high alert given recent events. (Subsequent to the meeting, post LE elements approached the local office of the federal Secretariat of Public Security (SSP) to request that a patrol unit be posted outside the Consulate, joining the current state and municipal vehicles there now.) CG urged Section/Agency heads to continue emphasizing the need for their employees to follow sound security practices. (This point was made earlier in the day as well during separate town hall meetings for Direct-hires and LES). CG stated that, based on eyewitness testimony obtained during the investigations undertaken by local law enforcement counterparts, it had been determined that the gunshots heard October 16 near the Consulate had not been directed at the Consulate. ¶2. (SBU) FBI TDYers have returned to Monterrey to continue their investigations into the October 11 gunshot/grenade attack. Meanwhile, efforts are proceeding to improve the Consulate's perimeter security: jersey barriers have been moved out further into the adjoining highway, the Consulate now fully controls the rear access road, and wire mesh has been installed along the building's outer wall. Other security improvements are in-train. Conoffs have also reached out to agencies (FAS and APHIS) and key contractors (the Computer Science Corporation's Visa Applicant Services Center) located outside the building to remind them of the need to tighten security.
