1. PolOff met with Deputy Minister of Foreign Affairs for
International Cooperation and Economic Integration Conmany Wesseh
September 10 to deliver reftel demarche. Wesseh, who was confirmed
by the Liberian Senate September 9 to be Permanent Representative to
the United Nations, said he would have to study all the issues a bit
more. He said he appreciated working with the United States on
important global issues but stressed that it was important for
Liberia to "make her decisions in the African context so that she
gains respect in the region" and that it was equally important that
Liberia not be seen as a "puppet" of the United States. He said
Liberia would be more influential in the long run that way.
2. Wesseh said Liberia supported the UNSC resolution against
Zimbabwe and that resolution was sufficient to get the international
community's point across to Mugabe. He said that Mugabe met
Tsvangirai for a constructive dialogue on power sharing and it was
important for the world to encourage this positive development. He
said a UNGA resolution at this point would be too condemnatory and
counterproductive. He also complimented South Africa for its work
on the crisis.
