1. (C) On September 9, PolOff delivered reftel demarche to
Deputy Minister Counselor for the General Directorate of
Human Rights Reyna Torres Mendivil at the Foreign Secretariat
(SRE),underscoring (per reftel points) the USG's commitment
to multilateral efforts to protect and promote human rights
and urging close cooperation during the upcoming Third
Committee session. Torres told Poloff that Mexico would be
willing to work bilaterally with the USG to present
resolutions on human rights provided the SRE could obtain
draft copies of the resolutions in advance of the upcoming
meeting. Despite prompting, she did not mention any specific
resolutions that the GOM would be willing to co-sponsor with
the USG. Torres, however, advised that the GOM would again
put forth three resolutions during the upcoming Third
Committee session regarding migrant rights, terrorism and
human rights, and protecting the rights of individuals with
disabilities. Although the GOM had no plans to submit a
resolution regarding the death penalty, Torres warned that
Mexican representatives would make every effort to bring the
issue to the table.
2. (C) Torres inquired about the USG's position regarding a
resolution on the human rights of migrants and also asked if
and when the USG would join the UN Human Rights Committee,
mentioning USG involvement would likely give more structure
to the Committee. PolOff agreed to pass all inquiries to the
appropriate authorities in Washington for consideration.
