Is there a set timetable for the completion of the reforms? Have any meetings been held/planned to discuss allocating money? Yes, the hard deadline is by then end of Calderon's Administration in 2012 but the GOM is working to implement reforms as soon as possible. Calderon has had considerable success to date securing the funds he needs to advance reforms. MEXICO 1063 outlines time frames on particular aspects of the reforms. ¶B. Is there any concern that corruption rumors about SSP leaders are impeding reform? Members of the law enforcement community (LEC) at post are not aware of any rumors of corruption impeding the federal police reforms. ¶C. Have the AFI/PFP budgets been consolidated? If not, is there any plan in the works to do so? Yes. The justice system reforms -- passed in March 2008 and signed into law June 2008 -- officially merged the two entities and also included provisions to transfer budget control of AFI from PGR to SSP. Former AFI officers are now getting paychecks with SSP letterhead. ¶D. Is SSP encountering rivalry between PFP and AFI in the unification? What are the sources of friction? Historically, there has always been a rivalry between the PFP and AFI. During the initial stages of AFI-PFP unification (which began in March 2007) AFI agents expressed concerns to LEC members on professional issues such as tenure, rank, and/or salary retention. However, LEC members have not heard complaints from former AFI officers since they officially became part of SSP. ¶E. Has the first class graduated from the Public Security Academy? Has the second class been selected? Have those individuals entered the Federal Police? And how effective have they been? Are they well accepted/respected by their peers? The first class of approximately 150 new investigators graduated from the Public Security Academy in the summer of ¶2007. Since then, SSP has been utilizing as many as six different state and federal training facilities throughout the country to continue to train hundreds of new investigators as they try to reach their goal of 8000 new investigators in a two year period. The exact number of newly trained investigators is in dispute; we have heard that as many as 2000 have been trained while as SSP officials have told the press over 4000 have been trained. ¶F. The National Center of Confidence Control was established to assist in the vetting process. Has this institution decreased the amount of officers retaining/receiving jobs after failing polygraphs, etc? Are those who failed being fired/not hired, or are they being moved? When does testing occur and how often do they retest? The National Center of Confidence Control is in a formative stage at this point. ICE, DEA, and FBI have provided training and polygraphs to top level SSP personnel. However, the number of polygraphs, failed polygraphs, fired employees, and testing schedules has not been shared with the LEC at post. ¶G. What is the money from subsemun (local public subsidy) being used for (e.g., resources, staff, etc.)? We do not have information on this yet. ¶H. Platform Mexico is planned to share information across the spectrum, from Federal Police down to state/municipal, but little is known regarding access restrictions. Are there MEXICO 00002421 002 OF 002 access restrictions that ensure that local police are unable to access information that they do not need? If so, are the restrictions being properly handled? There are several levels of security envisioned as part of Platform Mexico. All user security with be at the user-ID level and each individual will be granted access to the various databases in accordance with his/her responsibilities. Additionally, Platform Mexico will have an extensive audit capability to monitor users' activities and this will be exercised by the SSP information engineers at the command and control center in the "Sistema Nacional" of SSP. The distribution of data will also be controlled to the regional command and control centers.
