1. (S/NF) Poloff conveyed points June 25 on support for IAEA
inspections in Syria (reftel) to Julian Juarez Cadenas, the
Deputy Director General for UN-Related Security and Legal
Issues at the Foreign Secretariat (SRE). Juarez said that
Mexico, as one of the members of the IAEA Board of Governors,
agrees with the U.S. on international support for a complete
IAEA investigation of Syrian nuclear activities and that
Syria should not be allowed to persuade the IAEA to close the
book after the June 22-24 inspection at Al-Kibar.
2. (SBU) Juarez also expressed concern that Israel did not
share information about Al-Kibar with the United Nations,
other Arab countries, or the IAEA before it took unilateral
military action against the site in such a volatile region
like the Middle East. He mentioned this in the context of
the influence that the U.S. has on Israel.
