1. (S/NF) POLOFF conveyed points June 25 on Iran's
participation in international defense expositions (reftel)
to Julian Juarez Cadenas, the Deputy Director General for
UN-Related Security and Legal Issues at the Foreign
Secretariat (SRE). Juarez said the notion of prohibiting
Iran from participating in international defense-related
trade fairs may be an over-interpretation of UNSCRs, but in
any case Mexico does not host such events as do Europe and
Asia. He mentioned that Mexico sent its report to the UN
Security Council as required under UNSCR 1803 three weeks ago
in which no one on the watch list was found entering Mexico,
no nuclear-related training or sales were occurring in or
from Mexico, and no Iranian vessel was detected in Mexican
waters.
2. (SBU) Juarez also said that Mexico is considering
participating as an observer in military exercises under the
Proliferation Security Initiative (PSI) in Panama in August
and in New Zealand in October, 2008.
