1. (C) Charge raised reftel points with VFM Henrique Banze
on May 12 and new Transportation Minister Paulo Zucula on
May 15 (Note: Zucula was most recently the director of
Mozambique's Disaster Response Agency, which would have a
key role in any humanitarian efforts for Zimbabwean
refugees entering Mozambique. End note.). Both expressed
pessimism about the current situation in Zimbabwe, but did
not give any indication that the GRM--or SADC--would take a
stronger public line on the issue anytime soon. On May 16,
P/E chief provided Aristides Adriano, special advisor to FM
Oldemiro Baloi, extensive documentation and photographic
evidence of the abuses taking place in Zimbabwe, as a
followup to an earlier request from the FM to the Charge
for the information, and also demarched the Charge of the
South African High Commission on our views.
2. (U) On May 20, the Charge discussed Zimbabwe at length
during a roundtable interview with journalists,
highlighting the ongoing violence and torture, pressing for
stronger regional and SADC postures towards the Mugabe
regime, and calling for free and fair runoff elections. At
the same venue, PAS provided copies of a DVD with video
showing results of abuse and torture in Zimbabwe. Local
media on May 21 gave extensive coverage of the interview.
