The National Road Administration (ANE) intends to contract the Consultancy Services for Data Collection for the classified road network. The objective of the services to be provided under this consultancy and for which expressions of interest are requested is to collect condition and inventory data for roads and bridges comprising the classified network of approximately 30,000 km of paved and unpaved roads in Mozambique. The consultant will be required to install the collected data in ANEQs highway management system. The data to be collected is expected to include: -- GPS centerline coordinates; -- Road and bridge inventories; -- Road geometry; -- Road and bridge condition; -- Pavement structure; -- Moving observer traffic counting; -- Right of way video and digital pictures of structures. ¶8. ANE now invites eligible consultants to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services with brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The Expression of Interest should be brief (20 pages maximum) and clearly and succinctly describe the applicantQs experience and competencies to carry out such a consultancy. Evaluation of the Expressions of Interest will be based on the ConsultantQs: . General and specific experience for the required services; . Experience working in similar conditions; . Quality of available staff to carry out the assignment; and . Availability of survey equipment Consultants may associate to enhance their qualifications. ¶9. Consultants that have previously express interest to supply those services in response to advertisement of September 2007 need not to re-apply. The best qualified firms will be short listed and then invited to submit technical and financial proposals. The consultant will be chosen using quality and cost based selection. Submissions for expressions of interest must be delivered to the above mentioned address no later than 15:00 hours (local time) on November 28, 2008.
