UNIVERSAL PERIODIC REVIEW

1. Per reftel request, Mission surveyed its primary human
rights NGO and civil society contacts about the upcoming
Universal Periodic Review at the UN Human Rights Council and
informed them about the process for the review. Post learned
that two of the local NGOs surveyed -- KARAPATAN and Task
Force Detainees of the Philippines -- submitted reports to
the UN Human Rights Council and plan to send representatives
to Geneva for the discussions in April. Post believes that
several international NGOs also submitted reports.
